Procurement activity

 

Below is a list of the board's open or previous procurement activity.  Please be sure to follow the instructions in any procurement documents to avoid being disqualified as a vendor.

 

• May 4, 2020 request for proposals (RFP period is closed). The board and State Property Office have issued an RFP for office space. The deadline for proposal submissions is May 15, 2020. For more information, please click here.
• December 10, 2019 request for proposals (RFP period is closed). The board has issued an RFP for professional testing service for barber examinations.  For more information, please click here.

 

Rulemaking activity (other)

• Proposed temporary rules for electrology apprenticeship programs and other electrology-related matters. The board has proposed temporary rules that mostly deal with electrology apprenticeship programs. To see the proposed rules and a fuller explanation, please click here.
• Proposed permanent rules for exams. The board has proposed permanent rules related to barber exams. (These rules do not affect electrology-related licenses or applications.) The rules will be published on February 1, 2023, in the North Carolina Register. To see the proposed rules on or after February 1, 2023, please click here.
• Proposed temporary rules for mobile barber shops. The board has proposed temporary rules for mobile barber shops. To see the proposed rules, please click here.
• Draft technical-change rules in preparation for agency merger. The board has developed draft rule amendments to prepare for a merger with the Board of Electrolysis Examiners. You can read the amendments and an explanatory memo by clicking here. These amendments are of a highly technical nature and wouldn't have to be proposed through the normal rulemaking requirements of the Administrative Procedures Act. After January 1, 2023, the newly merged board will adopt these amendments after considering any public comments. • December 1, 2021 proposed rules (notice to be published on December 1, 2021; comment on or before January 31, 2022).  The board has proposed several amendments.  For more information, please click here.
• October 1, 2021 proposed rules (notice to be published on October 1, 2021; comment on or before November 30, 2021).  The board has proposed several amendments.  For more information, please click here.

• May 15, 2020 proposed rules (notice to be published on May 15, 2020; comment on or before July 14, 2020).  The board has proposed several amendments.  For more information, please click here.
• Emergency rules adopted by the board. Due to the current pandemic and the state of emergency, the board has adopted additional emergency rules and submitted them for approval to the Office of Administrative Hearings (OAH). If approved by OAH, the rules would go into effect six business days after OAH approval. To see the adopted rules, please click here.
• Temporary rules proposed by the board. Due to the current pandemic and the state of emergency, the board has proposed temporary rules. You may comment on the proposed rules until May 8, 2020. For information on how to submit comments and to review the proposed rules, please click here.
• Emergency rules adopted by the board. Due to the current pandemic and the state of emergency, the board has adopted emergency rules and submitted them for approval to the Office of Administrative Hearings (OAH). If approved by OAH, the rules would go into effect six business days after OAH approval. To see the adopted rules, please click here.
• Draft emergency and temporary rules. The board will be deciding whether to drop emergency and temporary rules to ease certain regulatory burdens on schools during a state of emergency. This approach will allow schools to offer some education through online courses and increase the timeframes to submitted reports. • February 17, 2020 proposed rules (notice to be published on February 17, 2020; comment on or before April 17, 2020).  The board has proposed an amendment.  For more information, please click here.
• December 19, 2019 petition for rulemaking.  The board received a petition for rulemaking on December 19, 2019.  A copy of the petition is available by clicking here.  The board will respond to the petition in accordance with G.S. 150B-20 and 21 NCAC 06B .0105.
